I want to make our database assessable via PDAs and Cellphones (Wireless).....you out in the city and you get a listing of restaurant with in the city of with in five miles of your location..... Is this an expensive undertaking?

Well you would have to serve those pages up for the "small screen". Alternate stylesheets will help, dropping some portions of the content that does not really need to be there will help. Alternate graphic sets will help.

Expensive? Hard to say. Who does the php programming there, or was this custom designed for you?

The part about getting a listing within five miles of your location .... how do you plan on determining their location? Geo tracking? Or user input?
