Creating Order Management Webpage

Hi. I am intested in building a web page that allows clients to enter work order requests and then when the work is done, see a posting of the invoice (with auto email notification to customer when invoice is posted). It seems like this function is so standard I should be able to pay for a download of a customizable template. Or maybe the HTML code can be pasted off from somewhere. Any ideas/links are where I can can go for this?

I would also be looking for a similar template that allows someone to select a product, enter credit card info and get a download access code.
