Default Tables to CSS

I am trying to figure out how to use CSS to replace TABLEs. I have a 3 column page, where the columns change size when the screen is resized.

However, I cannot figure out how to run a block across the bottom - this will run across all three columns. I can't put it at a fixed position down the screen, because as the columns get narrower (when the screen resizes), then the columns get longer.

Any suggestions, please?

There, they have an example of 3 resizing columns, with a banner ( "LAYOUT TECHNIQUES" ) across the top.

But how can I get the LAYOUT TECHNIQUES section to lie at the bottom of the page, bearing in mind that the column heights are going to change as the screen width changes.

Default Here are many answers to one question

I was just searching for layouts, and found several sites with solutions. I posted the links to some of them in this thread(link below), my posts are at the bottom.
Hint: Make banner/header div box with no border or bgcolor, give it small height dimension and put spacer.gif if necessary
