Help lookingfor / creating Gallery Script

Hi,
I am looking for or wondering how to go about creating a script that would allow members to log-on and view the pictures. If they want to upload to the site and critique, they have to join for $xx yearly through paypal. Then they can upload so many pictures as specified per period. The more they give creative critique, the more they can upload. All catagories will be included.

Does something like this exist? Should I use a CMS?
I am not a good programming person so a heads up in the right direction would be great!

I like coppermine for an online gallery. It is an opensource php/mySQL package.

You will need to modify it significantly to get it to do what you want. I can't imagine such a package that will do all you want without being modified. You said you weren't a programmer...well it's time to learn (or shell out the bucks for someone to do it for you).

If you do choose to go with a CMS, you can use PHPNuke. There are a few ways to incorporate coppermine with nuke, here is one example.
