Need some help with a webcam site

Hi I am Mart owner from myowncam.nl

It's a webcam software program with webcam hosting.

My trouble is: I show cams that are live on at my website. Now I like to set pages so that page 1 show 10 users live more then 10 online a second site must open. When there are more then 20 live again a new page...etc

The site is in PHP with an mysql database..

Now all live cams are showing at 1 site...

For a example in what I mean i can give private a link to a site where it's done (adult link) so that's why I will not posting it here.
