The biggest difference is that Frontpage is from Microsoft, and they always add their own proprietary code and other crap to their products. If you create a page in Frontpage using the builtin themes, then your server will NEED to have front page extensions installed.
FP also adds a lot of unneeded markup and code to support these proprietary Microsoft additions. Thus increasing the page size in bytes, which will make the page download slower, and also make it extremely difficult for search engines to index....
Dreamweaver on the other hand is much more adherent to web standards... front page isn't at all... and Dreamweaver doesn't add any unneeded divs, or tags to your page.
Some people say it does, but they don't know how to use it properly.
As well, Dreamweaver integrates very well with Flash, and Fireworks... so if you use those then Dreamweaver will be a great help.
Plus Dreamweaver supports ASP, PHP, ColdFusion, and JSP... FrontPage I think supports ASP only, but not very well...
