Can a HTML page be a blog

I update one of our pages with commentary and links to financial colummns on a regular basis. Does this count as a "blog" or do I actually have to use Blogging software (WordPress, Blogger, etc)?

I wanted to submit it to some blog sites, but want to make sure it will be accepted as is or will I have to reformat it?
