Any suggestions on how to improve the appearance and functionality of this site? Note that it is php/css so changes can be tricky.

I would work on the header some. The header looks like it is for a pool and the blue background I did not like either. But some really good information.

What your site lacks in aesthetics and usability engineering is made up by the speed of code execution.... nice and quick... love that php and pure css.... :)

I added a url and found it to be very simple and quick. The concept is sound enough.....

The graphic design and informational layout requires some maturing. Pure css is difficult at the best of times to be really creative with... then, to top it off... call it up with some php and hope for the best...... LOL

I'm sure your styles will develop over time, but in the meantime... a good logo, sans the pool background in the header, lose the bright blue background (I agree Janeth...) and users will rest comfortably in the knowledge that their instincts were correct.... it isn't a website about swimming pools... Stick with the real connotation of "LINKPOOL"... like a betting pool.... or a car pool.... not a swimming pool. This is one thing that is NOT on your site or even mentioned or refered to in any of your copy. I see no value in forcing people to think of a swimming pool when the concept of a "pool" or "gathering" of links is very clear and different in concept.

A great logo would say it all... add that to your maturing style sheet and quick PHP code and I predict good business ahead for you.
