As an ameture designer on a low budget are there better options out there to launching a site without using a do-it-yourself web designing service?

Your site is well laid out, easily navigable and understandable.

A few small suggestions:

- What you label "Client Access" is almost universally called "Login". It's best to keep to conventions for best usability.

- your form doesn't have a title in the Head section. I suggest you check all your pages and make sure each page has one as that will show up in the search engines.

- The grey bar at the top of your home page looks like a navigation bar. People will try to click on it. I suggest taking off the box, making the lettering bigger and in a fairly light color, maybe 009933 (green) to coordinate with your color scheme. I'd also move it under the "quotes on your desk" line, as it's less vital to your message.
