Internet Portal and Business Services Site. Traffic results are available by clicking on the circled C in the copyright in the bottom navigation frame.
I have signed up for monthly search engine submittal and two months ago created the "noframes" section of the site but can't seem to raise search engine rankings. Please be specific as what should be done to improve search engine rankings.

You will never (unless you are lucky or there is no competition) improve your search engine ranking simply by submitting. You do have to submit (to the majors) and there are various opinions about submitting to many engines and directories (I do submit to many). But it will not do any good with changing your search engine ranking. Simply your site must be optimized either by yourself or employing the services of a search engine optimization company.
My search engine optimisation company (yes this is a plug but what else can I say when replying to this sort of question?) consistently gets top 10 rankings in Google, etc for our clients. Infact so far we have never had a client not get a high ranking.

At least you'll be able to read about what is included in the service and some of the aspects of search engine optimization.
If you want to do it yourself - this will take time to learn and there are many resources and products on the market.

Also your site currently is not search engine friendly with some basic 'seo 101' rules breached. But this subject is huge so I suggest you do as I recommended above to get a better understanding quickly.

Your logo should tell about your business.

I would get rid of the frames.

I would get rid of all the banner ads in the one frame.

I would change the background color.

I would come up with better looking buttons for the nav.

I would design a nice looking header.

Dude... SEARCH ENGINE CRAWLERS CANT READ FRAMES.

Not that it makes any difference. You don't have any text in the frames anyway.

Buddy, I can see you clearly worked very hard on this and don't shoot the messenger, but this site aint goin nowhere.

You need to optimize. You gotta get rid of the frames. You need to add text and text links. Use your keywords on both.

Not that I have any idea what keywords you're competing for. I didn't even bother to look at your tags. There's no body, so what you did with your tags is pretty much irrelevant.

I'm not saying throw the baby out with the bathwater. I'm trying to say put a baby in.
