Light text, dark background = bad. Consider that some users might want to print pages. Light background, dark text = GOOD! It need not be completely white, almost white would provide enough contrast. You could still use a very light tan, grey or very pale blue. Each would be fine.
Give users what they expect to see. It's an informational site with plenty of content. Make it easy to read.

Bright blue background in the javascript menu doesn't compliment the page well. Change your page background to a lighter colour, change your menu background to a darker shade of blue and you're all set. Easy to read and easy on the eyes.
Missing meta keywords tag. Use 4 - 8 targeted keywords or keyphrases you want to rank for in Yahoo! and some other SE's.
Your meta description seems a little spammy.

You've got between 150-160 characters to use a few targeted keywords and phrases and you've wasted it by over optimizing on one short phrase. Write a natural sounding paragraph comprised of a few of your targeted phrases.
