I was not sure of the purpose of this site until I reached the bottom and found an explanation. It would be advantageous to put this information at the top, not only for search engines but for visitors. Perhaps a logo would help define the site content as well.

Yes, it helps to have that information at the top however it seems awkward not to have the logo and slogan/description (some kind of identification) at the very top as is customary for all business pages. It is known as ‘Letter Head’.

The ‘read more’ link for about F1 Zap! explains that this Pligg web application was influenced by Digg, so I went there and noticed that their logo and an ‘About’ link are at the very top to identify the site right away.

I see two options: Make a separate <div> for the logo and slogan/description or replace the ‘Home’ link with a logo image and then just add an ‘About’ link in the existing <div> with Login, Register and etcetera?

A slogan could be very effective to make an impression. A description is spider food plus it’s visitor friendly. An ‘About’ link up there would be better than nothing.
