You have a great idea and a nice design feel to it :)

here are a few suggestions though.

On a normal 26.6k modem your start page will load slowly due to the many pictures. I have a cable modem and it loaded in about 6 seconds, meaning it would've probably loaded after 30 sec to a minute + on a 26.6k modem. Alot of people are still using the 'dinosaur' connection ability.
In your navigation frame, you have buttons with over-spaced text.

Also, it appears that some text is more spaced than the rest like the fun & games button...but that part could just be my eyes :)
I would also remove the empty button on top of the home. It looks like something should be written there and it's using valuable space.
Another hint would be to just go with a html or CSS template instead of frames. frames are too unpredictable with the links. And they are search engine unfriendly (from what I understand anyways, if Im wrong here let me know :))

You do have a great site though. I like what you are doing. Children, without a doubt, have the ability to think due to their awesome imaginations. It's about time someone promotes that.

your ideas and concepts are great. but...
Since you have meta tags, I assume you are planning on submitting this site to search engines. However, frames are almost impossible for the spiders to read... they will see meta tags and no text to match.
you should redo your site and eliminate the frames.
Some of your pages don't link to anything... perhaps you are still working on the site.
the "fun & games" page took entirely too long to load and there doesn't seem to be anything of significance on that page - all I saw were graphics/links...
you really should use a more readable font.. as in Arial or Verdana...the font you are using is not the easiest to read.
