A very interesting read with lots of content.

There are links on the banner which cannot be seen at all.

All the pics are at the bottom on the homepage, i would have put one or two either on the banner or near the top for a little visual impact when the user first loads the page.

I cannot comment on coding issues as I dont have any expertise there!

I like they way you have given it a newspaper type layout, with blurbs and then links to full text so user can most of what is on offer from the first page.

Lots of content, which is going to be a major part of your success.

I personally do not like the use of the frames and dissolves - and they may interfere with search engines.

So, I would suggest dropping the use of frames, add some more images "above the fold" (ie within the area first seen by a user without scrolling), and a good logo at the top ( http://www.worth1000.com have logo competitions - you could sponsor one).

You could also have a standard layout (ie template) for each of your content pages that has a menu at the side and other links above and below - this is very helpful for your visitors, and gives you a wonderful area to display prominent issues, or even ads.
