A couple things need some rearranging...

I notice that Legal Resources turns into a sub-menu, with more links, and most of those point to maps. Rearrange that, and create a new section for maps. I think it is great when I can't find a town or city, but the website has a regional map that a visitor can use instead of a search.

Next, you might want to create a directory. Some people can't remember lawyer's names, but when they see it in a list, they can easily scroll through and ID someone they recognize.

After taking a look at your code, this tag here: <meta http-equiv="Revisit-After" content="1 days">, is outdated and isn't used anymore. I posted a thread on WebProWorld about it myself, and it turns out that tag was developed for a regional search engine no longer in use. It seems to be a myth now, and it is included in code "just in case." I recommend removing it.

Content: you should put the goods on the homepage, and the introduction material that is now on the homepage, on the "about" page. For you, you should put the search a lawyer function on the homepage. Your content should also have something that more sharply focuses the potential benefits to users. Something like, X number of lawyers listed, or even just, compare lawyers easily...not just stuff about "us", but what is good for "you" (the visitor).

Graphic issue: the man's torso was cut off halfway when I looked at the site. Looked kinda strange.

I personally like your index page as it is... it states the goals of the site, which is what it is supposed to do.
however, I feel that your navigation structure is not complete.... on every page, but the index, one must scroll to the bottom of the page to find a way to navigate your site.... each page should be identical... you should have the same left sided navigation structure throughout your site.
I agree about a directory... it would appear you are offering your viewer/visitor the opportunity to find a lawyer, but it would seem an impossibility unless they had a specific name or firm... and if they are at your site, they obviously have neither. You should have a directory, perhaps based on county.

Otherwise, it's a good looking site and and well presented.
