Quite a few things strike me as I enter the page and it's a couple of things that differentiate an amateur site to a classy one. I don't know your abilities so don't want to offend in anyway but you did ask for feedback on a webmaster forum so will get feedback from the professionals. I am not classing myself as one but here goes...

The two columns of navigation next to each other are an odd way of doing it as it pushes your main text out to the right. Most sites with two nav colums at least have one either side so the main content is in the middle...

You have too many different types of heading font. Too many differences in hight, colour and italics. Makes it very confusing as to which are main headings etc...I guess you have gone for Times Roman as well. Try arial or a smoother font as it makes the page look a lot cleaner (can't remember which way round the serif's go)

I find your backgrounds a little off putting mainly because they are a bit fussy/complex and also your images are not trasparent so it shows the white surround. Your title does this as do many of the other graphics. At least put a border around the graphic so it looks like the white was supposed to be there and isn't just spill over from the graphic. Best would be to work on the graphic to get rid of it by using transparency in GIF or cut it out.

I think once the fonts, graphics and the nav is better arranged it will look a lot slicker and nice to look at and more importantly navigate.

Hope this isn't too much feedback. It is an interesting site and spent quite awhile playing with your links it has to be said. Just wasn't very sure where it was taking me. Was kind of fun but confusing.
