Some quick changes

I'm shocked to see that no one has replied to your request for a review.
Well for starters the first thing that I noticed was that the school logo (the big S) isn't on the site. It seems to me that that would be an obvious image you would want to be prominent on the site. The logo that was used as a header seems to be very pixilated. I would use a clearer picture for that because it looks unprofessional.
Compared to the main site for Michigan State, the financial aid site seems very simple. The colors aren't as vibrant, and it doesn't have a friendly feel to it. Match the colors and feel of the main site; it would help out a lot.
The navigation links across the top and the bottom should be centered within the tables, and the links should be should stand out a little more. Matching the school colors for the links and background items would be a nice touch, and would help them links stand out.
The links in the left column just below the Michigan State picture would look nice if it were a menu that expands instead of just text links. Again it should look like the links on the main site.
One last thing that I've noticed was that the body section of your site is pushed out on the right side just a little more than the table across the bottom. Making both of these tables the same width would help add to the professional look you should achieve.
