First, get rid of the java clock on the mouse. The whole site seems to cry out, "Look at all the java code I can place in my site". Certain things should not be done simple because you can do them. Good web style states that you should have things on the site that add to the site or serve some purpose. I'll hold back my comments on the scrolling text at this time.

The purpose of the site is not very clear at first glance. You need something that stands out and says, welcome to this site, this is what we offer you. It appears that there is a lot of good information here for the right type of people, but it should be more discernable.

I did not really want to stay and explore since pages with all those little javascripts tend to cause browser issues. It causes the page to reload almost every second. Remember, sometimes less is more.
