First, I would recommend that you do not use frames. I know that there are others who say it is okay, but it makes it hard hard for SE's to scan your pages and give them a relevancy rating. They can not see the content and therefore do not know if the site is relevant.

The page itself is really what would be considered a product page more than an index page. The first page should be geared more to what the company is about and what it can provide. This is really just a big ad, as it is laid out right now. Don't overdo the red and balck text. Highlight what is really important, not just every other sentence.
