I personally do not like the red colour for 'Payment may be made ' it seems like a warning, and might associate wrongly.

I would reduce the number of fonts, by changing the font on '(VAT exemption...'

you could reduce your effort in the long term by using style sheets. I think its more effort initially, but worth it.

how about stretching / repeating the left side grahic to reach the bottom of the page, as on 1024/768 the lower portion of the screen is blank.
its not a big thing to me, but the space looks a bit wasted.

Perhaps a link on the WRAS approved logo so we can find out what it means to be WRAS approved.
