It's one long page of text. Yuck.

Put everythign into a table, center the table on the page. Use valign=top in your cells that seem to sag into the middle of no where (navigation cell).

The coloring is off and for visually impaired people this will be a major problem.

And the site seems to have no purpose: I should know instantly why I am there (within the first few inches of the screen). Blank space doesn't work well on this page.
