I don't know how badly you need a logo, $10-100 budget you propose is an insult to a good designer. Even a very fast designer will take a couple hours of time to formulate an idea and tweak out some roughs to work off of. To finalize any design and provide it in sizes, formats and colors for multiple applications will take another 4 to 10 hours. I don't think a lot of good designers will work for $8 hour.

You'd be better off to make it a contest. At least some designers might participate just for the kicks!
