It would help to see this masthead in context with your overall page design and color scheme, but my initial impression is that it doesn't lack anything. In fact, it might be a little overly heavy with information. There's just something that doesn't work about combining the outer glow over the drop shadow. Even if that did work, the effect clashes with the blue gradient (dark to light, bottom to top) of the image background.
I don't really see any reason for the mountains and yellowish sky, but even with them having to be there, the peaks are truncated. It's as if their inclusion was an after thought, but one not worth completing. Maybe I'm just one that's inflexible in an insistance that the simpler things are the better.
May I ask why it was decided that the width of this masthead would be 900 pixels? I guess my concern is that you'll not only alienate the low bandwidth viewer by not bothering to optimize the image, but also those with, or that prefer, lower screen resolutions as well. The more you make a site specific to a certain combination of hardware and software, the less successful you risk being.
