Not quite sure what you are requesting as far as advice or if you even want it.... but....
Difficult to read.... The logo (not really a logo) font is used too much throughout the site which greatly diminishes the chances of the logo (not really a logo) from actually existing as a logo.
Your logo, (not really a logo) needs to be developed outside of the context of the site. Without imagery, it is mearly a very short sentence.
I see this sort of thing quite frequently where users will post what they believe to be a logo when in fact it is a barely developed copy line at best. A logo is not a sentence or a title. It is a statement of process, method, trust, abilities, intention, caring, and a hundred other nuances that are injected into a logo design - depending on the application.... Words displayed in a semi-fancy font over a picture of very nearly the same color is a long way from being a logo.... nearly as far as one can get.
Maybe there's something about Chester that sets it apart from other towns and cities.... The locals, for instance....
I would step back and re-assess the web site name, purpose, origins, intentions, and a hundred other nuances you can draw from to design a logo that "looks" like a logo.... I know... I said the exact same thing previously but, see!.... you remembered and that's what counts..... Now.... back to the drawing board and produce something that makes me go "WOW!!!".....
