WordPress Architect needed for Dutch martial arts community

Martial Arts.be is a directory for shops, organizations and events in Belgium.
All input is done manually > takes a lot of time for the webmaster, especially the events..

Project: convert the site into a community web 2.0 standards, where users can provide their own input (give them a username and password).
- Shops will be able to provide additional info such as address, phoen number, ..
- Same for organizations
- Events: will be put on a timeline, possibility to upload a PDF or image

Additional funcionality: a blog with articles coming from the users.

All input will be moderated by the webmaster.

I need someone who understands Wordpress very well and knows how to use its funcionalities to the maximum. Someone who has a good knowledge all existing plugins.

Before going on.. is it actually possible to do this on Wordpress? As someone kindly emailed me:

"Based on what you just described, Drupal seems to fit a little better than WordPress in what you're trying to build. WordPress is more or less a Content Publishing platform with quite limited user contribution support. "

I love wordpress, and i'd like to build my project on it, but is it possible?
