mysql project

I have a person looking for someone to create a mysql database
with a front end internet interface.

Briefly, they want to enable their group's members to enter data
into the database and get reports from it.
The database would have vendors, and fields for $$
balances aged from current, 30, 60 and over 90 days,
also members.

They have a limited budget, and have tried a couple
of people which have not produced for them.

I'm looking for recomendations, suggestions or
people/resources to get this project completed.

Just for a future wait more than half a day and you`ll get responses from jobhunters from WPW forums. People on these forums aren`t so quick
