h1 and h2 tags are important to search engines.

Think of it like a newspaper. I want to catch the attention of the reader so I will use my h1 tag to show them that this part is important.

(h1 tag) SEOWebHelp TAG LANDS ON THE MOON

then you can use your h2 tags as a brief description of that title

(h2 tag)Out Into Space, SEOWebHelp Explores the Moon

then you can use your h3 tags or go right into your content text.

Think of "H" tags this way and you will have a better understanding of how search engines view the content inside them.

Off course, <H1>, <h2> and <h3> are important for SEO work but I think over all the text (content) formation (bold, italic and underline) tags are also important. All the search engines give special importance to these tags.
