I have a domain name http://www.webdesigninphilly.com I really want to get it ranked in Google and Bing for the Key term Web Design in Philly. Do you have any suggestions?

Research which keywords people are actually searching before you decide what you will try to rank for.

Hint: "web design in philly" gets virtually no traffic in comparison to "web design philadelphia" or "web design pa".

... also, what do 301 redirects have to do with your question..?

Link building for that particular keyword as anchor text is effective IMO.

Researching your targeted keyword should be your priority before anything.
