For making title -good in SERP you have to make first research with related sites.
Make analysis of sites which are related with your sites than decide what title is good for your site.
If you provide more information of your site than it is better to explain.

In oversimplified terms, the title should make a visitor say to him/herself "Hey, that's what I'm looking for / want to know about."
Not the least, it should be based on the visitor's interests/needs instead of your own.

1. Google reads/analyzes the entire title tag, but only displays the first 66 characters.

2. Those 66 characters should:
a. state a benefit (maybe followed by a feature)
b. contain relevant keywords to the search and the page content
