In oversimplified terms, the title should make a visitor say to him/herself "Hey, that's what I'm looking for / want to know about."
Not the least, it should be based on the visitor's interests/needs instead of your own. Duncan

1. Google reads/analyzes the entire title tag, but only displays the first 66 characters.
2. Those 66 characters should: a. state a benefit (maybe followed by a feature) b. contain relevant keywords to the search and the page content
