Default Another Duplicate Content Issue

Hey there friends,

Thanks for all the great advice in the past.
I run my wife's personal chef website Long Island Personal Chef Vanda prepares healthy gourmet meals to the comfort of your own home.
She ranks very high for many personal chef keyword phrases and now has a PR of 3.

Here's the problem. When does imitation turn into plagerizm. There are two local personal chef websites (very low ranking) that have changed their websites recently and have taken paragraphs, service lists and phrases directly from our home page.

Take a look tell me if I have something to complain about

healthy dash chef dot com

example:
The Healthy Chef will bring you bold new flavors from around the world to experience in the comfort of your own home. We will do the shopping, plan customized menus, cook and even do the clean up.

All you have to do is follow her simple heating instructions and in minutes you are ready to enjoy a healthy meal that you would of cooked only if you had the extra time in your schedule.

The Healthy Chef Service offers:
Organic foods when available.
Low fat meals.
Special diet needs.
In home cooking classes.
Organic baby food.
Cocktail parties.
Family style dinners.
Comfort foods.
Vegetarian / Vegan meals.
Kosher Meals

What can I really do about it? I've written to the first one asking for them to change their wording (no response). The second one is the president of the personal chef chapter shilloh belongs to. When does "influenced by a website" become "stolen from my competition"?
Should I retaliate? How?

As the webmaster, can I do anything because this might also affects my hold on top positions?

Incredible thanks.

Those are great links. Those were examples of major copying, even entire websites. I was wondering if that would apply to copying a paragraph from this site, a paragraph from that site, like we used to for our history reports in sixth grade.
I sent a friendly but stern email to the owner and webmaster of one website but I've gotten no response.
How much copying is flattery?
