Default How to avoid legitimate duplicate content penulty?

Hi,

I have 2 websites. One of the websites has terms and conditions page that has had significant work put into it. I would like to put a very similar page on the second website, but am afraid of the duplicate content penulty.

1. Can I avoid the duplicate content filter by issuing a robots.txt command to noindex that particular page on the second website, to avoid the duplicate content filter?

2. If not what other way would you suggest that I tackle this problem?

3. Is there a better way to do this?

ugh.

No penalty. Just a filter.

Anyways just blocking one through robots.txt is the correct way.
