feedback about directory-submission.net link building service

One of my hosting customers wants to get back links from this service Link Building and Management. My questions
1. Is there any experience about this service? Is it good?
2. Can back links help with keywords searching result on Google? I thought it can help about traffic increasing, not sure about the keyword searching result.

Please advice.
