Default Dofollow and High PR

Why do people always asking with this 2 elements? Is there any evidence that this are really useful for link building?

I haven't been presented with oe seen any evidence that high pr dofollows have any more value than lower pr dofollows as far as backlinks are concerned.

I would be interested in hearing some additional comments from those who specilize in link building particularly with do follows....
