Default No script tag for javascript menu

I update a web site that was created by someone else - http://www.pse.org. I learned from a SEO expert that the javscript menus were not being indexed by the search engines and he suggested I add a no script tag to the site.

The menus are created in include files and those files are added to the code on each page. According to my research, I will have add the no script tag to the each of the pages.
Is that the best way to handle the no script problem? Would it be easier to convert the javascript to CSS?

There are several pages that make up this site and I need help with any and all suggestion you may have for me!

well the fastest way to address this would be to leave the menu in javascript and use a some really good site maps and or xml site maps. doing so would help with the indexing by search engines but you will lose out on the text based internal links but... if and when Google incorporates zones with regards to menu and footer links, you would lose out on those anyway.

fastest fix is site maps but don't just add the link to them in the javascript menu. best fix would be to redo your menu and add the site maps (xml included).
