SEO is it right seo or its a black hat technique

hello friends..

As all know i try to some thing diffrent..here is my new discussion about two websites.i will not provide the urls as i dont wants to do the marketing for those sites as they are not my websites.

one website is cisuiteslongbeach in .com domain
another website is cisuiteslongbeach in .net domain.

in these website ame content same architecture but still they having pr and not penalised by google .i do the searches but still i cant find why ???

I only find the DOTcom in SERPs ... It could be that Google sees them as one site.

I worked on a trolley tour site recently and trolleytoursDOTcom and oldtowntrolleyDOTcom were both "apparently" indexed and they were the same site ... but when I scratched a little deeper I could see that Google saw them as one domain, as though one was redirecting to the other.

Maybe google sees your site as duplicate content or your not doing anything to get good rankings like building links.
