Default <a href and rel="nofollow" link code position.

Another NOOB question.
If I'm making a link that I don't want to count against my Page Rank, where should I put the rel="nofollow"
Before the href, or at the end of the url ?
eg should I use
<a href="http://www.digg.com" rel="nofollow" title="Digg"> </a>
or
<a rel="nofollow" href="http://www.digg.com" title="Digg"> </a> ?
or are rel, title, href etc completely interchangable, and does it make any SEO difference?
