Google changes its algorithm frequently so if there's someone claiming that it could guarantee you to the top easily, maybe it's a Google inside job or just another marketing strategy to lure users.

Well, sometimes people bragg around like that, but it brokes down usually to one of the following scenarios:
1.) they don't do any SEO - but SEM, means they buy u some AdWords etc.
2.) THEY choose the keyword that will bring you to No1.....

As it was reported on scam.com, so I would stay away from such service.

Nobody can guarnatee you #1 position in any search engine. If it is top10, then we can consider it to be a legitimate.
