It's good to have outbound links on your pages as it helps the engines "understand" what your pages are about. By linking to relevant, high PR pages, you someone "associate" yourself with those pages. The reverse of the coin is also true: by linking to bad neighborhoods, you get penalized.
Now the question: does your outbound links still "count" if you're using the rel="nofollow" tag (to make sure you're not linking to bad neighborhoods) ?
