For each page title within a site what is best?

<site name> - then a unique title that is relevant to the content

#2 is better - if people already know your site name (and especially if by "site name" you mean your URL), they probably don't a search engine to find you. The title tag is an important component of your pages - make sure they contain the most important keywords and phrases for the content of that page. If you want a uniform look and feel to the title to include your site name, put it at the end:
