Site not ranking for major keywords!

Dear All,

I am working on a website, which is in PHP. Furthermore it is ranking well with a PR-4 in SERP.

I want it to optimize it for the specific keywords. Will just manipulating the meta tags - title, description along with building some links will do the magic.

Create pages based on the keyword - use a longtailed html or xhtml ( You are using php - but you will get the idea)- link each page to Directories with relevant headings - use Anchor Text to direct the links to the correct page - ignore the toolbar pr on directories. Link out to relative sites based on keywords. Not recip - all one ways.
