I think you better read what is the purpose of a title and how it has to be implemented, written by the creators of that tag: <title>: the most important element of a quality Web page - Quality web tips
I do not agree with them though with their example: e.g. <h1>Section One: When has the Modern Time Commenced, Musicwise?</h1> (with a link to the whole Modern Music Guide for context). <h1> tags being links are semantically incorrect. I will contact W3C through their mailing list to mention that misleading mistake. If you still have questions, please do not hesitate to ask.

I think you have to remember that you have two audiences for your title tags. 1. The search engine indexer. This machine does not care about proper grammar. 2. The humans who will see your title in the organic search results. They do care about readability and comprehension. ,dave
