Default I have a glitch

When I try and validate my homepage, it says that there is a non ascii character. I have deleted, and re-inserted line after line. I have copy pasted into a new file. Frankly, I have no idea what the heck is going on. It keeps saying the character is on line 36? Please help, this is very frusterating.
