Default Dynamic Title and Desc Tags - BAD???????

Is it safe to auto generate the title and meta desc by using a template?

I just finished a brand new niche health directory. It has over 10k pages so custom metas would take too long.

My directory has the following tiers:
country > state > city
80+ cats 80+ cats 80+ cats

1 city now has custom metas for each cat. Can I re-used them in all cities by changing the city and category names only? Will i be penalized?

I've always created custom metas but this sucker is far too big!

any experience with this?

Repeating words over and over again in your title or elsewhere in your documents, is considered to be spamming.

If you create dynamically title tags, etc, which are unique for each page and relevant to its content, is not a violation of SE quidelines.

The title is not so much a concern as the description is.

I would be having the same description with the exception of the city name.

EG

A list of hospitals in San Jose for quality dermatology, cosmetic and dentistry experts and specialist in San Jose California.

A list of hospitals in San Diego for quality dermatology, cosmetic and dentistry experts and specialist in San Diego California.


Will i get squeezed???

I said above that if the description is relevant to the page content, then it shall not be a problem.-
