Default 301 Redirect

I have been researching 301 redirects and I know its a well discussed subject and I dont mean to repost about something that has so much info about it already, but I had a quick question.

What is the difference between a mod_rewrite and an .htaccess file? Is there one that is better than the other for 301 redirects? Where can I find some good docs on how to set this up?

Thanks!
