how to post the inbound link of the affiliate website links

I know that posting in the forum is a effective way to increase the importance of a website. But posting the links of affiliate website are banned from many relative forum. only the putting the inbound links in the signature is allowed. But can the inbound links in the signature be indexed by the search engine? can it do the same contribution to the website promotion as the inbound links in the post text?

When seeking out IBL opportunities also try to get links from relevant sites that are on the same topic as your site.

Some say that all IBLs are good, and I think all agree that on topic IBLs are even better.
