Is it best to keep your anchor text consistent?
For example, always use "cd rates" for our rates page. Or is it okay to alternately use other key word phrases of interest like "certificate of deposit rates"?

Would it be better to have one page always use "cd rates" and another for "certificate of deposit rates"?

No, I would go with alternating the link text a bit, having lots of links with exactly the same text will not look normal for SE's, i.e they wont look as natural links from websites that like link to yours because they like the content or whatever.
I would recommend changing the text a bit, but keep it around your main keywords.
