The best tool is going to be you, that is, if you are in the industry.
I started a link directory for our site eknives.com. Over time I learned how to better target the categories. Instead of scuba as a category, because we sold scuba knives, it is much better to do say, knife engraving, knife clubs, knife forums, knife defense, knife fighting etc... and keep scuba out of it. Because in the search engines eyes, they are not related enough. The others however, are very related, and sprinkle your keywords throughout the directory pages.
