Article submission websites

Hi,
I've starting posting a few articles to various article database website. In my web travels I observed that someone was selling some software to modify articles so that each website had a slightly different article. The jist was that you could be penalised for submitting the same article to different locations - duplication.

Is this correct or is someone just trying to sell me something I don't need?
