Default Same Meta-Tags For Each Page?

I've heard it said that having the same title and meta tags for each page is considered spam. Is that pretty well agreed upon? Anyone want to take a shot at it?

Its not spam.

The meta tags (for what they are worth) should reflect the content of the page.

Right, but while my homepage has lots of content that matches those keywords, I have other pages that don't have much content at all. Those pages without much content still have the same meta tags stuffed with keywords. Would that be seen as "lying" to the search engines and therefore spam?

I herd and think I might have read where Yahoo says it is better not to use any meta tags then to use meta tags that do not match the content of the page.

Not sure if it is still the same but I will see what I can find.

In that most folk are saying that meta tags no longer count for much, your question could be simply an academic one.
However, I do agree with cbp and janeth that every page should stand on its own right and at least have title and description metatags that relate to its specific content.
Maybe you could, without any real harm, use the same keyword metatags throughout your site, but even here I think you'd be further ahead with some variation from page to page.
