Default Meta refresh for refresh content

Hi

Meta refresh is not advisable to use when redirecting but what if I want to let search engines know of the update only. If there is a meta refresh tag with only the time of update, is that bad as well?

for example:
<META HTTP-EQUIV="Refresh" CONTENT="0830">
